US Air Force struggles with aging fleet

TOKYO (AP) — For decades, the U.S. Air Force has grown accustomed to such superlatives as unrivaled and unbeatable. Now some of its key aircraft are being described with terms like decrepit.

The aging of the Air Force made a brief appearance in the presidential debates when Republican nominee Mitt Romney cited it as evidence of the decline of U.S. military readiness. His contention that the Navy is the smallest it's been since 1917 got more attention thanks to President Barack Obama's quip about "horses and bayonets."

But analysts say the Air Force has a problem that likely will worsen no matter who wins Tuesday. It was created in part by a lack of urgency in the post-Cold War era, and by design glitches and cost overruns that have delayed next-generation aircraft.

George Lucas' filmmaking rooted in rebellion

LOS ANGELES (AP) — There's no mistaking the similarities. A childhood on a dusty farm, a love of fast vehicles, a rebel who battles an overpowering empire — George Lucas is the hero he created, Luke Skywalker.

His filmmaking outpost, Skywalker Ranch, is so far removed from the Hollywood moviemaking machine he once despised, that it may as well be on the forest moon of Endor.

That's why this week's announcement that Lucas is selling the "Star Wars" franchise and the entire Lucasfilm business to The Walt Disney Co. for more than $4 billion is like a laser blast from outer space.

Lucas built his film operation in Marin County near San Francisco largely to avoid the meddling of Los Angeles-based studios. His aim was to finish the "Star Wars" series— his way.

Today the enterprise has far surpassed the 68-year-old filmmaker's original goals. The ranch covers 6,100 acres and houses one of the industry's most acclaimed visual effects companies, Industrial Light & Magic. Lucasfilm, with its headquarters now in San Francisco proper, has ventured into books, video games, merchandise, special effects and marketing. Just as Anakin Skywalker became the villain Darth Vader, Lucas —once the outsider— had grown to become the leader of an empire.

"What I was trying to do was stay independent so that I could make the movies I wanted to make," Lucas says in the 2004 documentary "Empire of Dreams." ''But now I've found myself being the head of a corporation ... I have become the very thing that I was trying to avoid."

After the blockbuster sale announcement Tuesday, Lucas expressed a desire to give away much of his fortune, donate to educational causes and return to the experimental filmmaking of his youth. Still, the move stunned those who've followed him. He'd contemplated retirement for years and said he'd never make another "Star Wars" film.

Dale Pollock, the author of the 1999 biography "Skywalking," said Lucas disdained the Disney culture in interviews he gave in the 1980s, even though he admired the company's founder. "He felt the corporate 'Disneyization' had destroyed the spirit of Walt," Pollock said.

Lucas said through a spokeswoman on Saturday that he never said such a thing. But his anti-corporate streak is renowned. In the Lucasfilm-sanctioned documentary "Empire of Dreams", Lucas says on camera that he is "not happy that corporations have taken over the film industry."

Growing up in the central California town of Modesto, the independent streak was strong in young Lucas. The family lived on a walnut ranch and Lucas' father owned a stationery store. But, like his fictional protege Luke, George had no interest in taking over the family business. Lucas and his father fought when George made it clear that he'd rather go to college to study art than follow in his father's footsteps.

Lucas loved fast cars, and dreamed that racing them would be his ticket out. A near-fatal car crash the day before his high school graduation convinced him otherwise.

"I decided I'd better settle down and go to school," he told sci-fi magazine Starlog in 1981.

As a film student at the University of Southern California, he experimented with "cinema verite," a provocative form of documentary, and "tone poems" that visualized a piece of music or other artistic work.

The style is reflected in some of the short films he made at USC: "1:42:08" focused on the sound of a Lotus race car's engine driving at full speed and "Anyone Who Lived in a Pretty How Town," inspired by an e.e. Cummings poem. In later interviews, Lucas described his early films as "visual exercises."

Lucas' intellectual explorations led to an interest in anthropology, especially the work of American mythologist Joseph Campbell, who studied the common thread linking the myths of disparate cultures. This inspired Lucas to explore archetypal storylines that resonated across the ages and around the world.

Lucas' epic battle with the movie industry began after Warner Bros. forced him to make unwanted changes to an early film, "THX 1138." Later, Universal Pictures insisted on revisions to "American Graffiti" that Lucas felt impinged on his creative freedom. The experience led Lucas to insist on having total control of all his work, just like Charlie Chaplin and Walt Disney in their heyday.

"In order to get my vision out there, I really needed to learn how to manipulate the system because the system is designed to tear you down and destroy everything you are doing," Lucas said in an interview with Charlie Rose.

He shopped his outline for "Star Wars" to several studios before finding a friend in Alan Ladd Jr., an executive at 20th Century Fox. Despite budget and deadline overruns, and pressure from the studio, the movie was a huge success when it was released in 1977. It grossed $798 million in theaters worldwide and caused Fox's stock price at the time to double.

In one of the wisest business moves in Hollywood history, Lucas cut a deal with distributor Fox before the film's release so that he could retain ownership of the sequels and rights for merchandise. He figured in the 1970s that might mean peddling a few T-shirts and posters to fans to help market the movie. Over the decades, merchandising has formed the bedrock of his multi-billion-dollar enterprise, resulting in a bonanza for Lucas from action figures, toys, spinoff books and other products.

Industrial Light & Magic, the unit he started in a makeshift space in the Los Angeles suburb of Van Nuys, moved to the ranch in northern California and lent its prowess to other movies. It broke ground using computers, motion-controlled cameras, models and masks. Its reach is breathtaking, notably among the biggest science fiction movies of the 1980s: "E.T. The Extra-Terrestrial," ''Poltergeist," ''Back to the Future," ''Indiana Jones and the Raiders of the Lost Ark," ''Star Trek II: The Wrath of Khan" and more.

"Between him and (Steven) Spielberg, they changed how movies got made," said Matt Atchity, editor-in-chief of movie review website Rotten Tomatoes.

These days, the talent at ILM has spread around the globe, and many former employees have become top executives at other special effects companies, said Chris DeFaria, executive vice president of digital production at Warner Bros.

"You meet anybody who's a significant executive or artist at a company, they've spent their time at ILM or got their start there. That's probably one of George's greatest gifts to the business," DeFaria said.

Lucas helped make the tools that were needed for his films. ILM developed the world's first computerized film editing and music mixing technology, revolutionizing what had been a cut-and-splice affair. Pixar, the imaging computer he founded as a division of Lucasfilm, became a world-famous animated movie company. Apple's Steve Jobs bought and later sold it to Disney in 2006.

But the goliath Lucas created began to weigh on him. Fans-turned-critics felt the "Star Wars" prequel trilogy he directed fell short of the first films. Others believed his revisions to the re-released classics undid some of what made the first movies great.

Giving up his role at the head of Lucasfilm may shield him from the fury of rebellious fans and critics. He said in a video released by Disney that the sale would allow him to "do other things, things in philanthropy and doing more experimental kind of films."

"I couldn't really drag my company into that."

Still, Lucas is not planning on going to a galaxy far, far away.

Speaking on Friday night at Ebony magazine's Power 100 event in New York, Lucas said: "It's 40 years of work and it's been my life, but I'm ready to move on to bigger and better things. I have a foundation, an educational foundation. I do a lot of work with education, and I'm very excited about doing that."

This week he assured the incoming president of Lucasfilm, Kathleen Kennedy that he'd be around to advise her on future "Star Wars" movies —just like the apparition of Jedi Knight Obi-Wan Kenobi helps Luke through his adventures.

"They're finishing the hologram now," he told Kennedy. "Don't worry."

Floods render NYC hospitals powerless

NEW YORK (AP) — There are few places in the U.S. where hospitals have put as much thought and money into disaster planning as New York. And yet two of the city's busiest, most important medical centers failed a fundamental test of readiness during Superstorm Sandy this week: They lost power.

Their backup generators failed, or proved inadequate. Nearly 1,000 patients had to be evacuated.

The closures led to dramatic scenes of doctors carrying patients down dark stairwells, nurses operating respirators by hand, and a bucket brigade of National Guard troops hauling fuel to rooftop generators in a vain attempt to keep the electricity on.

Both hospitals, NYU Langone Medical Center and Bellevue Hospital Center, were still trying to figure out exactly what led to the power failures Thursday, but the culprit appeared to be the most common type of flood damage there is: water in the basement.

While both hospitals put their generators on high floors where they could be protected in a flood, other critical components of the backup power system, such as fuel pumps and tanks, remained in basements just a block from the East River.

Both hospitals had fortified that equipment against floods within the past few years, but the water — which rushed with tremendous force — found a way in.

"This reveals to me that we have to be much more imaginative and detail-oriented in our planning to make sure hospitals are as resilient as they need to be," said Irwin Redlener, director of the National Center for Disaster Preparedness at Columbia University's Mailman School of Public Health.

The problem of unreliable backup electricity at hospitals is nothing new.

Over the first six months of the year, 23 percent of the hospitals inspected by the Joint Commission, a health care facility accreditation group, were found to be out of compliance with standards for backup power and lighting, according to a spokesman.

Power failures crippled New Orleans hospitals after Hurricane Katrina. The backup generator failed at a hospital in Stafford Springs, Conn., after the remnants of Hurricane Irene blew through the state in 2011. Hospitals in Houston were crippled when Tropical Storm Allison flooded their basements and knocked out electrical equipment in 2001.

When the Northeast was hit with a crippling blackout in 2003, the backup power at several of New York City's hospitals failed or performed poorly. Generators malfunctioned or overheated. Fuel ran out too quickly. Even where the backup systems worked, they provided electricity to only some parts of the hospital and left others in the dark.

Afterward, a mayoral task force recommended upgrading testing standards for generators and requiring backup plans for blood banks and health care facilities that provide dialysis treatment.

Alan Aviles, president of New York City's Health and Hospitals Corp., which operates Bellevue, said that after a scare last summer when Hurricane Irene threatened to cause flooding, Bellevue put its basement-level fuel pumps in flood-resistant chambers.

It still isn't clear whether water breached those defenses, but when an estimated 17 million gallons of water rushed through loading docks and into the hospital's 1-million-square-foot basement, the fuel feed to the generators stopped working. The floodwaters also knocked out the hospital's elevators.

For two days, National Guardsmen carried fuel to the generators, but conditions inside the hospital for patients and staff deteriorated anyway. The generators were designed to supply only 30 percent of the usual electrical load at the hospital, leaving a lot of equipment and labs hobbled. The hospital also lost all water pressure on Tuesday. Nearly 700 patients had been evacuated by Thursday afternoon.

"The precautions we had taken to date had served us well," Aviles said. "But Mother Nature can always up the stakes."

NYU Langone Medical Center had also tried to armor itself against floods.

All seven of the generators providing backup power to the parts of the hospital involved in patient care are only a few years old and are on higher floors. The fuel tank is in a watertight vault. New fuel pumps were installed just this year in a pump house upgraded to withstand a high flood, said the hospital's vice president of facilities operation, Richard Cohen.

"The medical center invested quite a bit of money to upgrade the facility," he said.

The pump house remained "bone dry," Cohen said. But water shoved aside plastic and plywood defenses and infiltrated the fuel vault, where sensors detected the potentially damaging liquid and shut the generators down. "The force of the surge that came in was unbelievable. It dislodged our additional protection and caused a breach of the vault as well," Cohen said.

The power at NYU went out in a flash, leaving the staff scrambling to evacuate 300 patients with no notice.

Dr. Robert Berg, an obstetrician, said that when he lost power in his apartment, he went to the hospital to charge his cellphone and was stunned to find it in chaos.

"It didn't really occur to me that the hospital was going to be in trouble," he said. Even after finding the lobby dark, "I thought, 'We'll have power upstairs. We're an operating room.'"

He wound up carrying two patients down flights of stairs on a "med sled."

"There was a Category 1 outside and a Category 4 inside," he said. "I can't say that they were very well prepared for it."

That has left only one hospital, Beth Israel Medical Center, functioning in the southern third of Manhattan. It is also on backup power, but brought in two huge new generators Thursday, just in case.

Aviles said Bellevue might be out of commission for at least two more weeks. NYU Langone's generators are operating again, but the hospital is waiting for Consolidated Edison to restore its power before it starts taking patients again. That could happen in a matter of days.

Flooding may pose less of a danger to the hospital's power supply in the future. Construction is under way on a new power plant, at a cost of more than $200 million, that will run on natural gas and supply all the hospital's power needs.

"It's a tremendous facility, with a lot of hardening built into it," Cohen said.

Who's winning the early voting battle?

WASHINGTON (AP) — President Barack Obama heads toward Election Day with an apparent lead over Republican Mitt Romney among early voters in key states that could decide the election.

Obama's advantage, however, isn't as big as the one he had over John McCain four years ago, giving Romney's campaign hope that the former Massachusetts governor can erase the gap when people vote on Tuesday.

More than 27 million people already have voted in 34 states and the District of Columbia. No votes will be counted until Election Day but several battleground states are releasing the party affiliation of people who have voted early.

So far, Democratic voters outnumber Republicans in Florida, Iowa, Nevada, North Carolina and Ohio — five states that could decide the election, if they voted the same way. Republicans have the edge in Colorado, which Obama won in 2008.

Obama dominated early voting in 2008, building up such big leads in Colorado, Florida, Iowa and North Carolina that he won each state despite losing the Election Day vote, according to voting data compiled by The Associated Press.

"In 2008, the McCain campaign didn't have any mobilization in place to really do early voting," said Michael McDonald, an early voting expert at George Mason University who tallies voting statistics for the United States Elections Project. "This time around the Romney campaign is not making the same mistake as the McCain campaign did."

McDonald said he sees a shift toward Republicans among early voters, which could make a difference in North Carolina, which Obama won by the slimmest of margins in 2008, only 14,000 votes. The Republican shift, however, might not be enough to wipe out Obama's advantage in Iowa and Nevada, which Obama won more comfortably in 2008.

In Colorado, Florida and Ohio, get ready for a long night of vote counting on Tuesday.

Romney's campaign aides say they are doing so much better than McCain did four years ago that Romney is in great shape to overtake Obama in many of the most competitive states.

"They are underperforming what their 2008 numbers were and we are overperforming where we were in 2008," said Rich Beeson, Romney's political director. "We feel very good heading into the Tuesday election."

Obama's campaign counters that Romney can't win the presidency simply by doing better than McCain.

"It's not about whether or not they're doing better than John McCain did," said Jeremy Bird, Obama's national field director. "It's about whether or not they're doing better than us."

About 35 percent of voters are expected to cast ballots before Tuesday, either by mail or in person.

Voters always can cross party lines when they vote for any office, and there are enough independent voters in many states to swing the election, if enough of them vote the same way. Still, both campaigns are following the early voting numbers closely, using them to gauge their progress and plan their Election Day strategies.

A look at early voting in the tightest states:

Colorado

About 1.6 million people have voted, and Republicans outnumber Democrats 37 percent to 35 percent. Those numbers are a reversal from four years ago at this time. Inevitably, Obama won the early vote by 9 percentage points in 2008, giving him a big enough cushion to win the state, despite narrowly losing the Election Day vote.

Early voting in Colorado is expected to account for about 80 percent of all votes cast, giving it more weight than in other states.

Florida

About 3.9 million people have voted, and 43 percent were Democrats and 40 percent were Republicans. For years ago at this time, Democratic early voters had a 9 percentage point lead over Republicans.

Obama won Florida's early vote by 10 percentage points in 2008, getting 400,000 more early votes than McCain, enough to offset McCain's advantage on Election Day.

In Florida, Republicans have historically done better among people who vote by mail, while Democrats have done better among people who vote early in person. For 2012, Florida's Republican-led Legislature reduced the number of in-person early voting days from 14 to eight.

The Obama campaign responded by encouraging more supporters to vote by mail, and Democrats were able to narrow the gap among mail ballots. Democrats quickly took the lead among all early voters, once in-person early voting started. But the margins are slim.

The Obama campaign acknowledges it must do better among Florida's Election Day voters than Obama did on 2008, when McCain won the Election Day vote by 5 percentage points.

Iowa

About 614,000 people have voted, already exceeding Iowa's total number of early votes in 2008. So far this year, 43 percent of early voters were Democrats and 32 percent were Republicans.

Four years ago, Obama won the early vote in Iowa by a whopping 27 percentage points, 63 percent to 36 percent. McCain, meanwhile, won the Election Day vote by about 1,800 votes — less than a percentage point. Together, they added up to a 10-point victory for Obama.

Romney's campaign argues that Democrats always do better among early voters in Iowa while Republicans do better among Election Day voters, even when President George W. Bush narrowly carried the state in 2004.

Obama's campaign counters that with early voting on the rise, Romney will be left with fewer Election Day voters to make up the difference.

Nevada

About 628,000 people have voted, and 44 percent were Democrats and 37 percent were Republicans. Four years ago, Obama won Nevada's early vote big, 59 percent to 39 percent. Obama also won Nevada's Election Day vote on his way to a comfortable 13-point win over McCain.

The Romney campaign argues that Obama isn't doing nearly as well among early voters in Nevada as he did in 2008. The Obama campaign argues that it doesn't have to.

North Carolina

About 2.5 million people have voted, and 48 percent of them were Democrats and 32 percent of them were Republicans. Four years ago at this time, Democrats had a slightly larger lead over Republicans, and Obama won the early vote by 11 percentage points.

Obama lost the Election Day Vote by 17 percentage points in 2008. But the early vote was much bigger than the Election Day vote, resulting in Obama's narrow win.

Obama's campaign cites the big lead for Democrats among early voters, while Romney's campaign argues that even a small shift toward the Republicans could flip the state to Romney.

Ohio

More than 1.6 million people have voted, and 29 percent were Democrats and 23 percent were Republicans. Forty-seven percent were unaffiliated, more than enough voters to swing the state to either candidate.

Ohio may once again be pivotal in the race for the presidency. Unfortunately, Ohio's early voting data is limited. Party affiliation in Ohio is based on the last primary in which a voter participated, so new voters and those who don't vote in primaries are listed as unaffiliated.

In 2008, Obama won Ohio by 5 percentage points.

CANBERRA, Australia (AP) — Australian Prime Minister Julia Gillard has drawn cheers from women around the world for a recent speech attacking her chief rival for what she said were sexist comments. But whether that helps her party's flagging prospects in elections next year remains in doubt.

Voters are increasingly favoring Gillard over opposition leader Tony Abbott, and the popularity of her center-left Labor Party has risen from recent record lows. But the party remains well below the 38 percent support that saw it scrape through elections to form a fragile minority government in 2010. Analysts doubt that her newfound fire will turn around Labor's prospects.

Australian political expert Nick Economou says it took Gillard a long time "to get to the point where she suddenly looks like a leader."

Songs offer messages of hope at Sandy benefit show

NEW YORK (AP) — From "Livin' on a Prayer" to "The Living Proof," every song Friday at NBC's benefit concert for superstorm Sandy victims became a message song.

New Jersey's Jon Bon Jovi gave extra meaning to "Who Says You Can't Go Home." Billy Joel worked in a reference to Staten Island, the decimated New York City borough. The hourlong event, hosted by Matt Lauer, was heavy on stars and lyrics identified with New Jersey and the New York metropolitan area, which took the brunt of this week's deadly storm. The telethon was a mix of music, storm footage and calls for donations from Jon Stewart, Tina Fey, Whoopi Goldberg and others.

The mood was somber but hopeful, from Christina Aguilera's "Beautiful" to Bon Jovi's "Livin' on a Prayer" and a tearful Mary J. Blige's "The Living Proof," her ballad of resilience with the timely declaration that "the worst is over/I can start living now." Joel rocked out with "Miami 2017 (Seen the Lights Go Out on Broadway)," a song born from crisis, New York City's near bankruptcy in the 1970s, while Jimmy Fallon endured a faulty microphone and gamely led an all-star performance of the Drifters' "Under the Boardwalk" that featured Joel, Bruce Springsteen and Steven Tyler. The Aerosmith frontman then sat behind a piano and gave his all on a strained but deeply emotional "Dream On." Sting was equally passionate during an acoustic, muscular version of The Police hit "Message In a Bottle" and its promise to "send an SOS to the world."

The show ended, as it only could, with Springsteen and the E Street Band, tearing into "Land Of Hope and Dreams."

"God bless New York," Springsteen, New Jersey's ageless native son, said in conclusion. "God bless the Jersey shore."

The stable of NBC Universal networks, including USA, CNBC, MSNBC, E! Entertainment, The Weather Channel and Bravo, aired the concert live from the NBC studios in Rockefeller Center in midtown Manhattan, several blocks north of where the city went days without power. Millions of people for whom the benefit was organized couldn't watch the event because they had no electricity.

NBC Universal invited other networks to televise the event, but not everyone signed on.

That might have something to do with network rivalries.

In the wake of the Sept. 11 terrorist attacks, the networks organized a benefit together behind the scenes and it was televised on more than 30 networks simultaneously, including all the big broadcasters.

After Hurricane Katrina, NBC televised its own benefit before the other broadcasters, one that became best known for Kanye West's off-script declaration that "George Bush doesn't care about black people." The other broadcasters cooperated on their own telethon a week later, and NBC televised that one, too.

Also this year, NBC organized and scheduled a telethon and gave others the chance to air it.

Others declined to televise Friday's telethon, even though ABC parent Walt Disney Co. said it would donate $2 million to the American Red Cross and various ABC shows will promote a "Day of Giving" on Monday. The CBS Corp., Viacom Inc., parent of "Jersey Shore" network MTV, Fox network owner News Corp. also announced big donations to the Red Cross.

Floods render NYC hospitals powerless

NEW YORK (AP) — There are few places in the U.S. where hospitals have put as much thought and money into disaster planning as New York. And yet two of the city's busiest, most important medical centers failed a fundamental test of readiness during Superstorm Sandy this week: They lost power.

Their backup generators failed, or proved inadequate. Nearly 1,000 patients had to be evacuated.

The closures led to dramatic scenes of doctors carrying patients down dark stairwells, nurses operating respirators by hand, and a bucket brigade of National Guard troops hauling fuel to rooftop generators in a vain attempt to keep the electricity on.

Both hospitals, NYU Langone Medical Center and Bellevue Hospital Center, were still trying to figure out exactly what led to the power failures Thursday, but the culprit appeared to be the most common type of flood damage there is: water in the basement.

While both hospitals put their generators on high floors where they could be protected in a flood, other critical components of the backup power system, such as fuel pumps and tanks, remained in basements just a block from the East River.

Both hospitals had fortified that equipment against floods within the past few years, but the water — which rushed with tremendous force — found a way in.

"This reveals to me that we have to be much more imaginative and detail-oriented in our planning to make sure hospitals are as resilient as they need to be," said Irwin Redlener, director of the National Center for Disaster Preparedness at Columbia University's Mailman School of Public Health.

The problem of unreliable backup electricity at hospitals is nothing new.

Over the first six months of the year, 23 percent of the hospitals inspected by the Joint Commission, a health care facility accreditation group, were found to be out of compliance with standards for backup power and lighting, according to a spokesman.

Power failures crippled New Orleans hospitals after Hurricane Katrina. The backup generator failed at a hospital in Stafford Springs, Conn., after the remnants of Hurricane Irene blew through the state in 2011. Hospitals in Houston were crippled when Tropical Storm Allison flooded their basements and knocked out electrical equipment in 2001.

When the Northeast was hit with a crippling blackout in 2003, the backup power at several of New York City's hospitals failed or performed poorly. Generators malfunctioned or overheated. Fuel ran out too quickly. Even where the backup systems worked, they provided electricity to only some parts of the hospital and left others in the dark.

Afterward, a mayoral task force recommended upgrading testing standards for generators and requiring backup plans for blood banks and health care facilities that provide dialysis treatment.

Alan Aviles, president of New York City's Health and Hospitals Corp., which operates Bellevue, said that after a scare last summer when Hurricane Irene threatened to cause flooding, Bellevue put its basement-level fuel pumps in flood-resistant chambers.

It still isn't clear whether water breached those defenses, but when an estimated 17 million gallons of water rushed through loading docks and into the hospital's 1-million-square-foot basement, the fuel feed to the generators stopped working. The floodwaters also knocked out the hospital's elevators.

For two days, National Guardsmen carried fuel to the generators, but conditions inside the hospital for patients and staff deteriorated anyway. The generators were designed to supply only 30 percent of the usual electrical load at the hospital, leaving a lot of equipment and labs hobbled. The hospital also lost all water pressure on Tuesday. Nearly 700 patients had been evacuated by Thursday afternoon.

"The precautions we had taken to date had served us well," Aviles said. "But Mother Nature can always up the stakes."

NYU Langone Medical Center had also tried to armor itself against floods.

All seven of the generators providing backup power to the parts of the hospital involved in patient care are only a few years old and are on higher floors. The fuel tank is in a watertight vault. New fuel pumps were installed just this year in a pump house upgraded to withstand a high flood, said the hospital's vice president of facilities operation, Richard Cohen.

"The medical center invested quite a bit of money to upgrade the facility," he said.

The pump house remained "bone dry," Cohen said. But water shoved aside plastic and plywood defenses and infiltrated the fuel vault, where sensors detected the potentially damaging liquid and shut the generators down. "The force of the surge that came in was unbelievable. It dislodged our additional protection and caused a breach of the vault as well," Cohen said.

The power at NYU went out in a flash, leaving the staff scrambling to evacuate 300 patients with no notice.

Dr. Robert Berg, an obstetrician, said that when he lost power in his apartment, he went to the hospital to charge his cellphone and was stunned to find it in chaos.

"It didn't really occur to me that the hospital was going to be in trouble," he said. Even after finding the lobby dark, "I thought, 'We'll have power upstairs. We're an operating room.'"

He wound up carrying two patients down flights of stairs on a "med sled."

"There was a Category 1 outside and a Category 4 inside," he said. "I can't say that they were very well prepared for it."

That has left only one hospital, Beth Israel Medical Center, functioning in the southern third of Manhattan. It is also on backup power, but brought in two huge new generators Thursday, just in case.

Aviles said Bellevue might be out of commission for at least two more weeks. NYU Langone's generators are operating again, but the hospital is waiting for Consolidated Edison to restore its power before it starts taking patients again. That could happen in a matter of days.

Flooding may pose less of a danger to the hospital's power supply in the future. Construction is under way on a new power plant, at a cost of more than $200 million, that will run on natural gas and supply all the hospital's power needs.

"It's a tremendous facility, with a lot of hardening built into it," Cohen said.

Japan protests another US troop-related incident

TOKYO (AP) — A U.S. airman is suspected of assaulting a young boy Friday on the southern Japanese island of Okinawa, authorities said. The incident comes just two weeks after a curfew was imposed on all 52,000 U.S. troops in Japan over the arrest of two Navy sailors for allegedly raping a local woman.

Authorities on Okinawa said the 24-year-old airman was suspected of entering an apartment and punching the 13-year-old boy before breaking a TV set and trying to escape through a third-floor window. The airman — whose name has not been released — fell and was taken to a military hospital.

Japan's Foreign Ministry said the government had lodged a formal complaint with U.S. Ambassador John Roos.

"This is unforgivable," Defense Minister Satoshi Morimoto told reporters.

Military-related crime is an emotional issue on Okinawa, and all U.S. troops in Japan were put under a curfew from 11 p.m. to 5 a.m. after the sailors were arrested for the alleged rape there on Oct. 16. Friday's incident is believed to have occurred at about 1 a.m.

The airman reportedly had been drinking in a bar on the building's first floor. He was being treated on Kadena Air Base for possible broken bones and internal injuries, according to base officials.

"It is extremely regrettable when an alleged incident like this occurs," said Col. Brian McDaniel, the vice commander of Kadena's 18th Wing. "We are fully cooperating with Okinawan authorities on this investigation to ensure justice is served."

Local opposition to the U.S. bases over noise, safety and crime flared into mass protests after the 1995 rape of a schoolgirl by three American servicemen. The outcry eventually led to an agreement to close a major Marine airfield, but the plan has stalled for more than a decade over where a replacement facility should be located.

More than half of all U.S. troops in Japan are stationed on Okinawa, and the recent incidents have further inflamed tensions and distrust.

About 1,300 people held a protest earlier this week over the alleged October rape and the deployment of the Marine Corps' MV-22 Osprey to a base there. Many Okinawans believe the aircraft isn't safe to operate over their crowded cities.

Apple rolls out iPad mini in Asia to shorter lines

SYDNEY (Reuters) - Apple fans lined up in several Asian cities to get their hands on the iPad mini on Friday, but the device, priced above rival gadgets from Google and Amazon.com, attracted smaller crowds than at the company's previous global rollouts.


Apple Inc's global gadget rollouts are typically high-energy affairs drawing droves of buyers who stand in line for hours. But a proliferation of comparable rival devices may have sapped some interest.


About 50 people waited for the Apple store in Sydney, Australia, to open, where in the past the line had stretched for several blocks when the company debuted new iPhones.


At the head of Friday's line was Patrick Li, who had been waiting since 4:30 am and was keen to get his hands on the 7.9-inch slate.


"It's light, easy to handle, and I'll use it to read books. It's better than the original iPad," Li said.


There were queues of 100 or more outside Apple stores in Tokyo and Seoul when the device went on sale, but when the company's flagship Hong Kong store opened staff appeared to outnumber those waiting in line.


The iPad mini marks Apple's first foray into the smaller-tablet segment, and the latest salvo in a global mobile-device war that has engulfed combatants from Internet search leader Google Inc to Web retailer Amazon.com Inc and software giant Microsoft Corp.


Microsoft's 10-inch Surface tablet, powered by the just-launched Windows 8 software, went on sale in October, while Google and Amazon now dominate sales of smaller, 7-inch multimedia tablets.


POSITIVE REVIEWS


Unveiled last week, the iPad mini has won mostly positive reviews, with criticism centering on a screen considered inferior to rivals' and a lofty price tag. The new tablet essentially replicates most of the features of its full-sized sibling, but in a smaller package.


"Well, first of all it's so thin and light and very cute - so cute!" said iPad mini customer Ten Ebihara at the Apple store in Tokyo's upscale Ginza district.


At $329 for a Wi-Fi only model, the iPad mini is a little costlier than predicted but some analysts see that as Apple's attempt to retain premium positioning.


Some investors fear the gadget will lure buyers away from Apple's $499 flagship 9.7-inch iPad, while proving ineffective in combating the threat of Amazon's $199 Kindle Fire and Google's Nexus 7, both of which are sold at or near cost.


Also on Friday, Apple rolled out its fourth-generation iPad, with the same 9.7-inch display as the previous version but with a faster A6X processor and better Wi-Fi. Both devices were going on sale in more than 30 countries.


Apple will likely sell between 1 million and 1.5 million iPad minis in the first weekend, far short of the 3 million third-generation iPads sold last March in their first weekend, according to Piper Jaffray analyst Gene Munster.


"The reason we expect fewer iPad minis compared to the 3rd Gen is because of the lack of the wireless option and newness of the smaller form factor for consumers," Munster said in a note to clients. "We believe that over time that will change."


Reviewers have applauded Apple for squeezing most of the iPad's features into a smaller package that can be comfortably manipulated with one hand.


James Vohradsky, a 20 year-old student who previously queued for 17 hours at the Sydney store to buy the iPhone 5, only stood in line for an hour and a half this time.


"I had an iPad 1 before, I kind of miss it because I sold it about a year ago. It's just more practical to have the mini because I found it a bit too big. The image is really good and it's got the fast A5 chip too," Vohradsky said.


The iPad was launched in 2010 by late Apple boss Steve Jobs and since then it has taken a big chunk out of PC sales, upending the industry and reinventing mobile computing with its apps-based ecosystem.


A smaller tablet is the first device to be added to Apple's compact portfolio under Cook, who took over from Jobs just before his death a year ago. Analysts credit Google and Amazon for influencing the decision.


Some investors worry that Apple might have lost its chief visionary with Jobs, and that new management might not be able to stay ahead of the pack as rivals innovate and encroach on its market share.

Blake Shelton pulls off surprise win at CMAs

NASHVILLE, Tenn. (AP) — Winning the Country Music Association Awards' entertainer of the year is a top honor and always counted as a career high point. But for Blake Shelton it wasn't even the most memorable moment of an amazing Thursday night.

"The Voice" star took home three trophies, including his third straight male vocalist victory, but nothing compared to sharing song of the year with wife Miranda Lambert. The pair wrote "Over You," about the death of Shelton's brother Richie in a car wreck 15 years ago. He said that trophy will always have a special place in their Oklahoma home.

"For me as a songwriter that is as personal as I can get," Shelton said. "So that songwriter award, song of the year award, it will have its own shelf. It will have spotlights on it and an alarm and everything. Trip wires and there will be a land mine if you walk towards it. It is a real big deal to Miranda and I."

Shelton's entertainer win was the biggest surprise of a night full of them. Even he couldn't believe he'd won the award in a field that included Taylor Swift, Jason Aldean, Kenny Chesney and Brad Paisley.

"I didn't think about that tonight. I was thinking there's Taylor Swift right there," he said of the two-time entertainer of the year. "Really, this is pretty dumb that there's anyone else even nominated."

The reality, though, is Shelton capped one of the most impressive career reboots in country music history with the win. About three years ago, he was searching for a hit or a gimmick that might return him to the top of the charts, without much luck. He scored a novelty hit with Trace Adkins called "Hillbilly Bone," began a run of hits and then joined "The Voice" in a move that made him an instant celebrity outside the country world.

He hasn't sold as many records as Swift, whose "Red" just moved 1.2 million copies in its first week, or as many concert tickets as Chesney or Aldean. But his leading-man looks, wicked sense of humor, Twitter presence and mellow baritone have made him one of country's top stars.

While Shelton didn't give himself much of a shot, Lambert — who also won her third straight female vocalist of the year award — thought he fit the definition of entertainer of the year after doing a little research.

"I realized that it just meant not only touring numbers, not only ticket sales or how much production you have, but the way that you represent country music within a year," Lambert said. "The media that you do and the work that you do and the TV shows that you are on and how you represent yourself and how you speak out about country music. When you think about it that way, Blake Shelton deserved to win that trophy tonight."

Shelton's victory was just one of many surprises during the awards. Quartet Little Big Town joined Lambert with two wins apiece, taking home vocal group and single of the year for "Pontoon." And Thompson Square's Shawna and Keifer Thompson won vocal duo of the year, ending Sugarland's five-year run in that category.

"Y'all, this has been a 13-year journey," Karen Fairchild said as members of the group fist-pumped, jumped up and down and shouted on stage. "We're living proof that if you work really hard and chase your dream, all the good stuff happens and it follows you. Nashville, you made us your band. Thank you for letting us do this."

Like fellow outsiders LBT, Eric Church felt the love from the CMA's voters for the first time. He won the prestigious album of the year for his breakthrough record "Chief," signaling the North Carolina native's complete acceptance by the country music community.

"I spent a lot of my career wondering where I fit in — too country, too rock," Church told the crowd. "I want to thank you guys for giving me somewhere to hang my hat tonight."

The awards went off-script early, and not just for Little Big Town. Thompson Square won in a category that's been locked up by either Sugarland or Brooks & Dunn 19 of the last 20 years.

"Ever since I was 5 years old, I used to practice in the kitchen with one of my Meemaw's Mason jars for this moment here," Shawna Thompson said.

Hunter Hayes won new artist of the year, while Chesney and Tim McGraw won musical event of the year for "Party Like a Rock Star" and Toby Keith won video of the year for "Red Solo Cup."

Church helped kick off the show by combining forces with Aldean and Luke Bryan. Playing with a large American flag behind them, the trio of performers teamed up on Aldean's new single "The Only Way I Know" from his new album "Night Train" and earned a standing ovation. Each returned later to play singles, showing how large a market share they now own in country music.

Most of country's top stars were on hand at Nashville's Bridgestone Arena for the celebration, with many slated to perform. Swift performed her somber new single "Begin Again" on a set with a picture of the Eiffel Tower and falling leaves in the background. She received an ovation of her own.

Shelton, McGraw and wife Faith Hill, Lady Antebellum and Keith Urban joined together to salute lifetime achievement winner Willie Nelson, ending with a group sing-along of his iconic "On the Road Again."

Little Big Town performed their winner "Pontoon," a song that was something of a departure for Fairchild, Kimberly Schlapman, Jimi Westbrook and Phillip Sweet. Produced by Jay Joyce, the song has a sharper groove than LBT's previous efforts.

In a coincidence, Joyce also produced Church's "Chief." The hard edge he brought to both paid off all around.

Church said album of the year, arguably the CMA's second most prestigious award, was a win that fit right in with his and Joyce's philosophy.

"I still think in this day and time the only way to really get a fan base is you've got to give them more than one chapter of a book," Church said. "They've got to read the whole book."

Fuel scarce as East Coast struggles to recover

NEW YORK (Reuters) - From New York City's Staten Island to the popular beach towns of the Jersey Shore, rescuers and officials on Friday faced growing evidence of widespread destruction wrought by superstorm Sandy, mounting anger over delayed relief and a rising death toll.


The total killed in one of the biggest storms to hit the United States jumped by a third on Thursday alone, to 98. In New York City, 40 people have been found dead, half of them in Staten Island, which was overrun by a wall of water on Monday.


Among the dead in Staten Island were two brothers, aged 2 and 4, who were swept from their mother's arms after her car stalled in rising flood waters. Their bodies were found near each other in a marshy area on Thursday.


U.S. Secretary of Homeland Security Janet Napolitano and Federal Emergency Management Agency Deputy Administrator Richard Serino planned to visit Staten Island on Friday amid angry claims by some survivors that the borough had been ignored.


Scenes of angry storm victims could complicate matters for politicians, from President Barack Obama just four days before the general election, to governors and mayors in the most heavily populated region in the United States. Obama visited New Jersey on Wednesday and has received praise for his handling of Sandy.


"They forgot about us," said Theresa Connor, 42, describing her Staten Island neighborhood as having been "annihilated." "And (Mayor Michael) Bloomberg said New York is fine. The marathon is on!"


Fury has been escalating throughout New York at Bloomberg's decision to proceed with the world's largest marathon on Sunday, vowing the event - which attracts more than 40,000 runners - would not divert any resources storm victims.


"If they take one first responder from Staten Island to cover this marathon, I will scream," New York City Councilman James Oddo said on his Twitter account. "We have people with no homes and no hope right now."


Staten Island, which lies across New York Harbor from lower Manhattan, is home to about 500,000 residents, many blue-collar workers whose families have lived there for generations.


CRIME FEARS


In New Jersey, entire neighborhoods in oceanside towns were swallowed by seawater and the Atlantic City boardwalk was destroyed. At least 13 people were killed in New Jersey and the toll was not only financial, but heavily emotional as well.


"There's nothing more precious to people than their homes. Those are where their families are, their memories and possessions of their lives, and there's also a sense of safety to home," New Jersey Governor Chris Christie said late on Thursday.


"That sense of safety was violated with water rushing into people's homes at an enormous rate of speed and people having to literally swim, climb, jump for their lives," he said.


The financial cost of the storm promised to be staggering. Disaster modeling company Eqecat estimated Sandy caused up to $20 billion in insured losses and $50 billion in economic losses, double its previous forecast.


At the high end of the range, Sandy would rank as the fourth costliest U.S. catastrophe ever, according to the Insurance Information Institute, behind Hurricane Katrina in 2005, the September 11, 2001, attacks and Hurricane Andrew in 1992.


About 4.5 million homes and businesses in 15 U.S. states were still without power, down from a record high of nearly 8.5 million.


In blacked-out New York City neighborhoods, some residents complained about a lack of police and expressed fears about an increase in crime. Some were also concerned about traffic safety. New York police officials were not immediately available to comment.


"People feel safe during the day but as soon as the sun sets, people are extremely scared. The fact that Guardian Angels are on the streets trying to restore law just shows how out of control the situation is in lower Manhattan," said Wolfgang Ban, a restaurant owner in Manhattan's Alphabet City neighborhood.


The Guardian Angels are a group of anti-crime volunteers.


Staten Island Borough President James Molinaro directed his anger over relief efforts at the American Red Cross. "I have not seen the American Red Cross at a shelter, I have not seen them down on the south shore where people are buried in their homes, they have nothing to drink and nothing to eat," he said.


The American Red Cross said it was doing everything it could to aid those affected by the storm as quickly as possible and that help was on the way to Staten Island, usually reached by a 25-minute ferry ride from Lower Manhattan.


ANGER OVER SCARCE GAS


Also among the dead in New York City were a 13-year-old girl, whose body was found amid the debris of a Staten Island house, while in Brooklyn a 24-year-old man and woman were killed by a falling tree.


The hunt for gasoline added to a climate of uncertainty as Sandy's death toll and price tag rose. In the New York City borough of Queens a man was charged with threatening another driver with a gun after he tried to cut in on a line of cars waiting for gas, Queens District Attorney Richard Brown said.


Sandy started as a late-season hurricane in the Caribbean, where it killed 69 people, before smashing ashore in the United States with 80-mile-per-hour (130-kph) winds. It stretched from the Carolinas to Connecticut and was the largest storm by area to hit the United States in decades.


The Federal Emergency Management Agency agreed to cover 100 percent of emergency power and public transportation costs through November 9 for affected areas of New York and New Jersey, up from the traditional share of 75 percent.


New Jersey natives Bruce Springsteen and Jon Bon Jovi will headline a benefit concert for storm victims Friday on NBC television, the network announced.


The presidential campaign has returned to full swing after being on hold for several days because of the storm. Obama, locked in a tight race with Republican challenger Mitt Romney head of next Tuesday's election, appeared to gain politically from his disaster relief performance.


Christie, a vocal Romney supporter, praised Obama, and Bloomberg, a political independent, endorsed Obama on Thursday.


In New York, U.N. headquarters suffered severe damage and U.N. Secretary-General Ban Ki-moon offered recovery help to the United States and Caribbean nations affected by the storm.

Cyclone weakens after displacing 150K in India

CHENNAI, India (AP) — A tropical storm weakened Thursday after slamming into southern India, bringing heavy rain and a storm surge and displacing 150,000 people. Six deaths have been reported in India and Sri Lanka.

Just before the storm made landfall Wednesday, an oil tanker with 37 crew ran aground off Chennai. One of its lifeboats capsized in the choppy waters, and one crewmember drowned, the Press Trust of India news agency reported.

On Thursday, two helicopters searched in the Bay of Bengal for the four missing crewmembers, said coast guard officer Gurdip Singh, adding that 32 crewmembers were rescued from the tanker.

Andhra Pradesh state said two people died there when their homes collapsed due to heavy rain Wednesday night in Nellore and Chittoor districts, and PTI reported another death in Tamil Nadu state, a 46-year old man who slipped into the rough sea from a pier and drowned. Sri Lanka reported two deaths earlier from the cyclone.

The cyclone had maximum winds of 75 kph (45 mph) after landfall but had weakened to a tropical depression. A storm surge of up to 1.5 meters (5 feet) was forecast to flood low-lying coastal areas, the India Meteorological Department said.

Power supply was disrupted to parts of Chennai, the capital of Tamil Nadu state, PTI said.

Heavy to very heavy rain expected, and fishermen were asked to stay at shore.

State authorities turned 282 schools into relief centers in Chennai and the city's port halted cargo operations. Twenty-three ships were moved to safer areas.

About 150,000 people were moved to shelters in Nellore, district official B. Sridhar said.

In Sri Lanka, 4,627 people were displaced by flooding and 56 fled because of a landslide threat in the island's central region. One woman died Tuesday after a tree branch fell on her while another person was killed in flooding, the nation's Disaster Management Center said. Floods also damaged about 1,000 houses, it said.

Apple's Cook fields his A-team before a wary Wall Street

SAN FRANCISCO (Reuters) - Apple Inc Chief Executive Tim Cook's new go-to management team of mostly familiar faces failed to drum up much excitement on Wall Street, driving its shares to a three-month low on Wednesday.


The world's most valuable technology company, which had faced questions about a visionary-leadership vacuum following the death of Steve Jobs, on Monday stunned investors by announcing the ouster of chief mobile software architect Scott Forstall and retail chief John Browett -- the latter after six months on the job.


Cook gave most of Forstall's responsibilities to Macintosh software chief Craig Federighi, while some parts of the job went to Internet chief Eddy Cue and celebrated designer Jony Ive.


But the loss of the 15-year veteran and Jobs's confidant Forstall, and resurgent talk about internal conflicts, exacerbated uncertainty over whether Cook and his lieutenants have what it takes to devise and market the next ground-breaking, industry-disrupting product.


Apple shares ended the day down 1.4 percent at 595.32. They have shed a tenth of their value this month -- the biggest monthly loss since late 2008, and have headed south since touching an all-time high of $705 in September.


For investors, the management upheaval from a company that usually excels at delivering positive surprises represents the latest reason for unease about the future of a company now more valuable than almost any other company in the world.


Apple undershot analysts targets in its fiscal third quarter, the second straight disappointment. Its latest Maps software was met with widespread frustration and ridicule over glaring mistakes. Sources told Reuters that Forstall and Cook disagreed over the need to publicly apologize for its maps service embarrassment.


And this month, Apple entered the small-tablet market with its iPad mini, lagging Amazon.com Inc and Google Inc despite pioneering the tablet market in 2010.


Investor concerns now center around the demand, availability and profitability of new products, including the iPad mini set to hit stores on Friday.


"The sudden departure of Scott Forstall doesn't help," said Shaw Wu, an analyst with Sterne Agee. "Now there's some uncertainty in the management."


"There appears to be some infighting, post-Steve Jobs, and looks like Cook is putting his foot down and unifying the troops."


Apple declined to comment beyond Monday's announcement.


Against that backdrop, Cook's inner circle has some convincing to do. In the wake of Forstall's exit, iTunes maestro Eddy Cue -- dubbed "Mr Fixit", the sources say -- gets his second promotion in a year, taking on an expanded portfolio of all online services, including Siri and Maps.


The affable executive with a tough negotiating streak who, according to documents revealed in court, lobbied Jobs aggressively and finally convinced the late visionary about the need for a smaller-sized tablet, has become a central figure: a versatile problem-solver for the company.


Ive, the British-born award-winning designer credited with pushing the boundaries of engineering with the iPod and iPhone, now extends his skills into the software realm with the lead on user interface.


Marketing guru Schiller continues in his role, while career engineer Mansfield canceled his retirement to stay on and lead wireless and semiconductor teams. Then there's Federighi, the self-effacing software engineer who a source told Reuters joined Apple over Forstall's initial objections, and has the nickname "Hair Force One" on Game Center.


"With a large base of approximately 60,400 full-time employees, it would be easy to conclude that the departures are not important," said Keith Bachman, analyst with BMO Capital Markets. "However, we do believe the departures are a negative, since we think Mr. Forstall in particular added value to Apple."


TEAM COOK


Few would argue with Forstall's success in leading mobile software iOS and that he deserves a lot of credit for the sale of millions of iPhones and iPads.


But despite the success, his style and direction on the software were not without critics, inside and outside.


Forstall often clashed with other executives, said a person familiar with him, adding he sometimes tended to over-promise and under-deliver on features. Now, Federighi, Ive and Cue have the opportunity to develop the look, feel and engineering of the all-important software that runs iPhones and iPads.


Cue, who rose to prominence by building and fostering iTunes and the app store, has the tough job of fixing and improving Maps, unveiled with much fanfare by Forstall in June, but it was found full of missing information and wrongly marked sites.


The Duke University alum and Blue Devils basketball fan -- he has been seen courtside with players -- is deemed the right person to accomplish this, given his track record on fixing services and products that initially don't do well.


The 23-year veteran turned around the short-lived MobileMe storage service after revamping and wrapping it into the reasonably well-received iCloud offering.


"Eddy is certainly a person who gets thrown a lot of stuff to ‘go make it work' as he's very used to dealing with partners," said a person familiar with Cue. The person said Cue was suited to fixing Maps given the need to work with partners such as TomTom and business listings provider Yelp.


Cue's affable charm and years of dealing with entertainment companies may come in handy as he also tries to improve voice-enabled digital assistant Siri. He has climbed the ladder rapidly in the past five years and was promoted to senior vice president last September, shortly after Cook took over as CEO.


Both Cue and Cook will work more closely with Federighi, who spent a decade in enterprise software before rejoining Apple in 2009, taking over Mac software after the legendary Bertrand Serlet left the company in March last year


Federighi was instrumental in bringing popular mobile features such as notifications and Facebook integration onto the latest Mac operating system Mountain Lion, which was downloaded on 3 million machines in four days.


The former CTO of business software company Ariba, now part of SAP, worked with Jobs at NeXT Computer. Federighi is a visionary in software engineering and can be as good as Jobs in strategic decisions for the product he oversees, a person who has worked with him said.


His presentation skills have been called on of late, most recently at Apple annual developers' gathering in the summer.


Then there's Ive, deemed Apple's inspirational force. Among the iconic products he has worked on are multi-hued iMac computers, the iPod music player, the iPhone and the iPad.


Forstall's departure may free Ive of certain constraints, the sources said. His exit brought to the fore a fundamental design issue -- to do or not to do digital skeuomorphic designs. Skeuomorphic designs stay true to and mimic real-life objects, such as the bookshelf in the iBooks icon, green felt in its Game Center app icon, and an analog clock depicting the time.


Forstall, who will stay on as adviser to Cook for another year, strongly believed in these designs, but his philosophy was not shared by all. His chief dissenter was Ive, who is said to prefer a more open approach, which could mean a slightly different design direction on the icons.


"There is no one else who has that kind of (design) focus on the team," the person said of Ive. "He is critical for them."
